dc.description	On the basis of analysis of moderne process of cultural and social development in the world it has done an attempt to determine the place of Ukraine in this process and the ways of cultural and social changes in Ukraine. In times of Ukraine’s independence the United States of America, Great Britain, France, Israel and Austria opened the cultural representenives in Ukraine. This countries for the decades carry out the successive adn considerative policy in the field of language and culture desseminating abroad. There for the investigation of state methods of approach to the realization of foreign cultural and information activity in this countries and practice of its activity in Ukraine is reasonable. Since the 1991 noticable changes have occured in Ukrainian legislation, politic and social life. But on the international scene Ukraine is practicaly unkown, so it is very important to improve its reputation and influence in the world. Ukrainian foreign policy aims to balance gradual but steady integration into Europe’s political and economic structures with costructive, friendly relations with Russia. As part of today’s changing world the Ukrainian government is emphasizing the role of the culture, science and economics as an important means by which to develop relations with the coutries of the world. That is why it had choosen for the subject of this reseache the problem of cultural and information activity abroad as a part of State policy. In this work it had analysed Ukranian cultural and foreign policy; drawn up the conception of Ukrainian cultural and information activity abroad; proposed the ways of improvment of Ukrainian cultural and information activity abroad. Ukraine will continue to incorporate cultural and scientific activities and exchanges as a central pillar of Ukrainian’s foreign relations and incorporate it into the peace process at large, encouraging and facilating dialogues on many levels. This cultural component fortifies the political process, enhancing the peace abd assuring its durability. For while agreements are made between governments, it is the people who must ultimately bring them to fruition. Artistic encounters, academic and scientific cooperation present the opportunities to learn from each other and about each other. Improving of cultural, information and scientific activities in the international arena should be based on the following objectives: To strengthen the integration process by developing and expanding cultural ties with the Europeen countries, and acquainting each people with the other’s culture. To develop cultural ties and activities with the new independent states of the former Soviet Union and Eastern Europe, especially with big part of ukrainian population. To strengthen ties and contacts with intellectual and artistic circles. To improve the quality of cultural life in Ukraine through greater interaction with the cultures in the world. For the first time in the scientific practice the state policy in the field of cultural and information activity abroad became the subject of researche. For resolving this scienific problem there were applied the universal methods (logical, historical, classificational) as well as special ones (chronologacal-retrospective and perspective). The main issues of this work were used in the creation of legislative base for the Ukrainian cultural centers abroad and discussed on the tree international scientific conferences and workshops. Also author took part in elaboration of State program “Ukrainian diaspora”, creation of conseption and organization of practical activity of the Ukrainian cultural center in Moscow.	uk_UA
dc.description.abstract	На основі аналізу процесу здійснення культурно-інформаційної діяльності України за кордоном в роботі досліджуються тенденції світового культурно-інформаційного розвитку та місце України в цих процесах. Запропоновано науково обгрунтоване визначення змісту поняття “культурно-інформаційна діяльність за кордоном”, якого дотепер не було в науковій літературі. Вивчено, узагальнено основні форми, напрями культурно-інформаційної діяльності за кордоном України, провідних розвинутих країн світу. Розкривається досвід культурно-інформаційної діяльності зарубіжних країн в Україні. Розглянуто принципи структурної побудови культурно-інформаційного центру як основної ланки реалізації культурно-інформаційної діяльності за кордоном, сформульовано його “місію” та розроблено “ідеальну” модель типологічних інституцій. Визначаючи тенденції культурно-інформаційної діяльності України за кордоном, пропонуються шляхи її оптимізації, розроблено концепцію та організаційні підходи до формування мережі культурно-інформаційних центрів України в зарубіжних країнах.	uk_UA
