dc.description	A set of special library information technology is designed and formed, which is service-oriented for the individuals with special needs. The forming an effective system of remote information services to persons with special needs is justified and solved for the first time on the basis of modern information technologies. The principles of building of information service system based on multimedia arewell-founded to solve the problem of remote library service for people with disabilities and to meet distribution of queries such users. The model of software for library services for people with impaired vision, hearing, and musculoskeletal system is developed. The scientific and methodological foundations and principles of library information service for users with special needs are developed. The proposed models and methods are brought to practical realization. The individual components of the system of multimedia presentation of information for those with special needs are developed and a set of principles for building a digital library is considered. Multimedia technology is considered as a factor of qualitative changes of informational environment in a digital library. It has been observed the increasing tendency of the use of digital libraries, as well as the use of information technologies in the conventional and automated libraries. It is emphasized that the key processes in the digital libraries have a significant role in the information era and in the society of the 21st century. The basic tasks of combining the digital libraries in general media space are formulated. It is proved that multimedia technologies greatly improve the library and information services and provide an improvement of the environment organization in a digital library. The ways of efficiency improving of information presenting with using of multimedia technology are examined, thus ensuring the use of a new powerful tool for perception of information by disabled persons. The formation peculiarities of multimedia information content for disabled persons are analyzed. This paper considers a digital library as an information system, where the information is formed and collected from different sources, also, it is sorted, structured and intellectually processed. It's proposed a set of information-technology services, which make multimedia information content accessible for disabled persons. The methods and means of complex content creating of multimedia information product and algorithms of submitting various information are considered. It was solved a number of important scientific problems related to the development of information technology to provide multimedia information services to persons with special needs.	uk_UA
dc.description.abstract	Розроблений та сформований комплекс спеціальних інформаційних бібліотечних технологій, зорієнтованих на обслуговування осіб із особливими потребами. У дослідженні обґрунтовано та вперше вирішено наукове завдання формування ефективної системи дистанційного інформаційного обслуговування осіб із особливими потребами на основі сучасних інформаційних технологій. Обґрунтовано принципи побудови інформаційної системи обслуговування на основі мультимедіа для вирішення задачі дистанційного бібліотечного обслуговування осіб з особливими потребами, базуючись на розподілі запитів таких користувачів. Розроблено модель системи для бібліотечного обслуговування осіб з вадами зору, слуху та опорно-рухового апарату. Розроблено наукові, методичні основи та принципи інформаційного бібліотечного обслуговування користувачів з особливими потребами. Запропоновані в роботі моделі і методи доведені до практичної реалізації. Розроблено окремі компоненти системи подання мультимедійної інформації для осіб з особливими потребами та розглянуто комплекс принципів для побудови електронної бібліотеки.	uk_UA
