The purpose of the article is theoretical analysis and generalization of management features as a phenomenon of the culture of Ancient Rome, which will contribute to the enrichment of the humanities with new knowledge about the formation of a culture of governance at the stage of the birth of European civilization. The methodology of the study is the dialectical principle of cognition, systemic, civilization, sociocultural, activity, historical approaches, fundamental provisions of the theory and history of society, its culture and management. The general scientific and interdisciplinary methods of research are used: analysis and synthesis, induction and deduction, comparison, generalization, formalization. The scientific novelty of the results obtained is to identify and systematically generalize the features of the management culture in ancient Rome. Conclusions. The most significant achievement of the Romanian culture of management is the introduction of a democratic system of governance, the foundations of which were laid down even in imperial (imperial democracy) and enshrined in republican (aristocratic democracy, politics) periods. In imperial – monarchical rule such as tyranny with a rigidly centralized ramified structure of governance and the absolute power of the emperor is established. The focus of ancient Romanian
management science was focused on the organization of a private slave economy – villas. These issues are dealt with in the writings of Caton, Warrone, and Columella. Caton formulated almost all
the primary functions of the head, the need for market orientation of the estate and increased its profitability. Warron identified the factors of income generation: soil properties, agro-culture, location, business conditions. He paid attention to the quality of managerial work, positions, education. Columella proposed a system of measures for the rational organization of the estate: the management of the villa strict and experienced owner; use of intensive technologies and scientific knowledge; active organization of the work of slaves, its division and specialization; correct selection of the manager; the use of material and moral incentives to work.
