dc.description	The dissertation is devoted to the research of social and communication interaction technologies of the ruling political class of Latvia, Lithuania, Estonia and international non-governmental organizations. The study offers the actual definition of the «ruling political class»notion, as well as the actual interpretation of such concepts as «social and communication interaction»and «social and communication strategy of the ruling political class». It looks into the role of social and communication interaction technologies of the Baltic States’ ruling political class and international non-governmental organizations in the Baltic countries’ foreign and domestic policy vectors formation. The negative and positive effects of such interaction in the civil society formation and development are conceptualized. The research reveals modern features of social and communication interaction of the Baltic States ruling political class and states the value of their experience for the ruling political class of Ukraine and the country as a whole.The first section reviews and analyzes scientific works, source base on the dissertation topic, describes the methodological principles of the study, the whole set of principles, methods and basic concepts, which allowed us to objectively and comprehensively reveal the essence of social and communication interaction technologies between the ruling political class and the international non-governmental organizations in the Baltic countries experience. The section highlights the key aspects and approaches that are necessary for a detailed study of the ruling political class communication specifics.The actual definitions of the «ruling political class» notion as well as the actual interpretation of such concepts as «social and communication interaction» and «the ruling political class social and communication strategy»are offered.The second section looks into the main social and communication technologies used in the process of establishing and developing relations between the ruling political class and the international non-governmental organizations, features of social and communication interaction, relevant strategies and dialogue. It is found out that the modern feature of the Baltic countries elites’ social and communication interaction is caused by the fact these countries having undergone deep internal changes in recent decades. The process of the religious spheres elites’ transformation is of a special interest. The research states the international non-governmental organizations, been capable toinfluence processes within the country and have extensive experience, can be involved in co-operation with local non-governmental organizations.The third section analyzes the international communications of the Baltic States’ ruling political class, examines the network of their communication, and identifies the opportunities and prospects of their experience within the system of the modern Ukraine’s social activity, the interaction of the state with civil society. The study found out that the international communication networks of the Baltic countries’ ruling political class are taking place at three levels: the Baltic, all the Baltic, and the post-Soviet. The communicative practice experience of the Baltic countries ruling elite is important for Ukrainewith taking into account the active discussion by politicians and scholars on the creation of the Baltic-Black Sea Union.The study has formulated recommendations for the Government of Ukraine in improving the ways of interaction with international non-governmental organizations.	uk_UA
dc.description.abstract	Дисертацію присвячено дослідженню соціально-комунікаційних технологій взаємодії правлячого політичного класу Латвії, Литви, Естонії та міжнародних неурядових організацій. Запропоновано власне визначення поняття «правлячий політичний клас», а також власне тлумачення понять «соціально-комунікаційна взаємодія» та «соціально-комунікаційна стратегія правлячого політичного класу». Досліджено роль соціально-комунікаційних технологій взаємодії правлячого політичного класу балтійських країн та міжнародних неурядових організацій у формуванні векторів зовнішньої та внутрішньої політики балтійських країн. Концептуалізовано негативні та позитивні наслідки такої взаємодії у формуванні та розвитку громадянського суспільства. Розкрито сучасні особливості соціально-комунікаційної взаємодії правлячого політичного класу в країнах Балтії та виявлено, що їхній досвід є цінним для правлячого політичного класу України та країни в цілому.	uk_UA
