Короткий опис(реферат):
У кваліфікаційній роботі проаналізовано сутність понять «гібридні
виклики» та «гібридні загрози» у сфері культури, розкрито їх вплив на інститути
культурної інфраструктури. Розглянуто еволюцію підходів до стратегічного
менеджменту закладів культури в контексті глобальних біологічних криз,
інформаційних та безпекових викликів. Досліджено нормативно-стратегічні рамки
стійкості та культурної політики України, зокрема роль культури в архітектурі
цивільної стійкості та концепції WARN. Проаналізовано динаміку трансформацій
діяльності Національної філармонії України у періоди доковідних передумов
цифровізації (2018–2019), пандемії COVID-19 (2020–2021) та повномасштабної
російсько-української війни (з 2022 р.), а саме: запровадження онлайн-трансляцій,
роботу з цифровими архівами, формати підтримки аудиторії, практики культурної
дипломатії та міжнародні партнерства. На основі кейс-аналізу розроблено
рекомендації щодо стратегічного планування, кризових протоколів, цифрової.

The qualification work analyses the essence of the concepts of “hybrid
challenges” and “hybrid threats” in the cultural sphere and reveals their impact on
institutions of cultural infrastructure. It examines the evolution of approaches to strategic
management of cultural institutions in the context of global biological crises,
information and security challenges. The study explores the normative and strategic
frameworks of resilience and cultural policy in Ukraine and the EU, in particular the role
of culture in the architecture of civil resilience and the WARN concept. The dynamics of
the transformation of the National Philharmonic of Ukraine’s activities are analysed
across three periods: the pre-COVID preconditions for digitalisation (2018–2019), the
COVID-19 pandemic (2020–2021), and the full-scale Russian–Ukrainian war (from
2022). In particular, the work considers the introduction of online broadcasts, work with
digital archives, formats of audience support, practices of cultural diplomacy, and
international partnerships. On the basis of case analysis, the research develops
recommendations on strategic planning, crisis protocols, digital transformation, risk
management, and communications for cultural institutions operating under global and
local hybrid threats.
